Luigi is not the best character, he lacks range and speed, yet, he has really good moves

Fireball, this move makes luigi throw a fast green ball, performed by pressing B
Green Missile, this move is a charge up move, similar to pichu's, performed by pressing or holding side B
Super Jump Punch, an uppercut that has a huge amount of knockback, performed by pressing up B
Luigi Cyclone, luigi spins at a high speed causing a tornado to surround him, performed by pressing down B

There is one big negative about Luigi, he is stuck with Daisy
